Bob Alexander Deputy President
Bob has pursued a career in public sector financial management since qualifying with CIPFA, whilst working in local government in London. He joined the NHS in 1992, and held a number of senior finance roles in health organisations in West London before becoming Director of Finance and Information for a London Trust in the mid-1990s. During 1998 he moved to the Metropolitan Police Service, where, following the creation of the Greater London Authority and Metropolitan Police Authority, he became Director of Financial Services.
Bob left in July 2002 to take up the position of Director of Finance & Information at Kent and Medway Strategic Health Authority and following its merger with Surrey & Sussex SHA became Director of Finance & Investment for NHS South East Coast. In 2007 he took up the position of Director of NHS Finance at the Department of Health until 2011 when he returned to the NHS with NHS South of England as Finance Director during the transition and changes introduced by the Health & Social Care Act. Since 2012 Bob has held the position of Finance Director of the NHS Trust Development Authority. He is also a Council Member of the University of Roehampton, a member of CIPFA’s governing council and the Honorary Treasurer of a housing charity.
David Connelly Deputy Chairman
David had a professional career as a solicitor (1978 –2008) in a large public organisation (London Transport), followed by a large multinational company (Mobil Oil now Exxon Mobil) and after moving from London in private practice in the SW of England with Bond Pearce and latterly with his own firm.
He has a range of experience in local government and community service as an elected member of Devon County Council (1993-1998) and Plymouth City Council (1995-97) and Devon & Cornwall Police Authority (1993-1998). Between 1991 and 2001 as a school governor in primary and secondary schools (three years as chair at Plymouth High School)
In the NHS a non exec director of South and West Devon Health Authority 1998-2001 then in 2001 chair of Plymouth Primary Care Trust until 2011. Between 2009 and 2011 he was a member of the national executive of NHS Alliance He has particular interests in public health, the ethical and legal issues of resource allocation and effective corporate governance so that organisations actually do what they say they will do!!!
He still works as an associate Mental Health Act manager with Plymouth Community Healthcare CIC.
Richard Edwards Vice Chairman
After attending College in Bangor, Richard taught in Mold becoming Head of Religious Education before joining the NSPCC as head of its North Wales Area. A Town, Borough and County Councillor from the age of 21 he has served on Clwyd Health Authority, The North Wales Police Authority and the Regional Family Practioner’s Committee.
Richard has held a number of positions in public life, including former Member of Welsh Language Board (Chair Public Sector Committee); Member, Oftel Wales Advisory Committee; and was a former Consultant Director of Policy and Public Affairs to a number of organisations and bodies in the North West of England and Wales.
In addition to his role as RESEC secretary, Richard has served as a Specialist Adviser to the Welsh Affairs Committee of the House of Commons and the European Committee of the Regions, focusing on Children and Family issues. He recently retired as a member of the statutory Partnership Council of the National Assembly of Wales and as a Board member in Wales for the Consumer Council for Water.
Simon Harrison MA Chairman
Simon Harrison is a professional interim director who works with organisations to ensure effective, efficient and economic delivery of care through the implementation of strategic, operational and organisational change.
Simon trained as a nurse and after an NHS career in accident and emergency nursing and General management, where he gained an MA in Change Management, worked with independent large organisations in general healthcare before moving into health and social care. He recently completed assignments in organisational change and turnaround.
Simon lives in Yorkshire and is married with 3 sons and a grandson. He loves to travel for business and pleasure and this year climbed Machu Picchu in Peru for charity and visited Seattle as part of the Kings Fund Health study tour.
Simon has written and published articles especially around learning disability and effective steps to prevent abuse and making the correct decisions in care. He has a strong belief in person centred care.
Dr. Richard Hawkins
Dr. Richard Hawkins was born in Kenya and educated at Rugby School, Oxford and St Thomas’s Hospital, London. His qualifications include MBBS 1976 and FRCSE 1981. Richard is married to a consultant physician, has three children and enjoys chess, collecting chess sets, windsurfing, golf and being in Kenya.
His prizes include Queen’s Gold medal for History 1967 and Medical Journalist of the Year Award 1986. Richard has edited eight books, focusing on treatment and prognosis in medicine and surgery, for Heinemann Medical Books; he has written five books of MCQs for the MRCP examination with Pastest; and written for the general public, a book entitled, Self-Health, the Ultimate Guide to Well-being.
Richard is founding director at Hawker Publications and works part-time as a consultant surgeon for Marie Stopes International. At Hawker Publications his particular interests include long-term and residential care, dementia and the personalisation, self-directed support agenda.
Philip Hewitson Vice President
Philip trained with Deloittes as a Chartered Accountant before joining the National Health Service in his native Sheffield, holding a succession of finance posts in South Yorkshire and London, culminating in his appointment as one of the youngest directors of finance working in the NHS. Subsequently, Philip was appointed to chief executive posts in health authorities in North Yorkshire and then, in West Yorkshire, where he was responsible for all community, hospital and primary care services for Bradford and its surrounding communities.
In the mid 1990s, he was an NHS Adviser to the Department of Health on primary care and worked extensively with health and local authority teams and the pharmaceutical industry on organisational and community strategies and change management. More recently he has worked with a number of major international IT service and software suppliers on organisational transformation through the implementation of modern IT systems.
Andy Howell Secretary
Andy Howell works as a public sector consultant working in regeneration, local government and the arts. He has experience in public sector policy as both a professional and as an elected member as Deputy Leader of Birmingham City Council. He is also an experienced no-exec director and trustee of both voluntary and statutory agencies.
Dr Dave Howells was educated in Wales and has served the people of Cardiff as an old age psychiatrist since 2007. His qualifications include MBBCh, Postgraduate Diploma in Psychological Medicine and Masters in Ageing, Health and Disease (dissertation on staff burnout in dementia care homes).
His role involves both hospital and community mental health concerns of older people, not least the complications of behaviour that challenges in dementia. He is also involved in developing antipsychotic reduction strategies as part of the Wales NHS 1000Lives+ targets.
Dr Howells has been a key figure in other Welsh Government-sponsored schemes to improve dementia skills training in care homes and regularly gives lectures to psychiatric trainees and general practitioners as well as at national conferences. He has collaborated on journal publications and book authorship; ‘Communication and dementia: New Perspectives, New Approaches’.
Pat Montgomery Treasurer
Pat is a Senior Manager with Allied Irish Bank GB & has over 30 years experience in the Finance Industry.
He has specific interests in Health & Social Care and Education & has worked with a number of major clients both in the Private & Public Sectors.
In addition to his involvement with RESEC, Pat is a Governor & Chair of Finance & Property at Coloma Covent Secondary School and also sits on the Schools Forum for the Local Education Authority in Croydon representing Voluntary Aided schools.
John Wyn Owen CB Chairman RESEC Wales
John Wyn Owen has been a member of WHO Technical Committee on Globalisation, Trade and Health, Member of the International Board of US Academy Health, Member of the Board of the International Society for Quality in Health Care, Member of the European Commission Expert Group on Foundations and R&D, Member of the Board European Foundation Centre and Chairman of the International Committee, its initiative, Europe in the World, and Chairman of Young @ Heart. He was awarded the Companion of the Order of the Bath (CB), in the Queen’s Birthday Honours, in 1994.
He is an Honorary Fellow of the Faculty of Public Health; Honorary Member of the Royal College of Physicians; Companion of the Institute of Health Care Management and Chartered Management Institute; Fellow of the University of Wales Colleges, of the Australian College of Health Service Executives, the Royal Society of Medicine, the Royal Geographical Society and of the Royal Society of Arts; an Honorary Doctor at the University of Glamorgan and an Honorary Doctor of Science at City University, London. He is a member of the Institute of Medicine of the National Academy of Sciences, a non executive director of the Madariaga Foundation of the College of Europe, Trustee of the National Heart Forum and Non-Executive Director UK Health Protection Agency.
Until his retirement he held the post of Secretary of the Nuffield Trust from 1st March 1997 to June 2005 having previously been Director-General of NSW Health in Australia and Chairman of the Australian Health Ministers Advisory Council and, until 1994, Director of NHS Wales. John Wyn Owen CB currently holds the post of Chairman of University of Wales Institute, Cardiff.
David Perry President
David Perry has had over 20 years experience in senior management positions in the healthcare industry. His experience has been in private and public sectors, including the position of CEO of Oxfordshire Health Authority. He is a Visiting Fellow at Green Templeton College, University of Oxford’a Trustee of The ETHOX Foundation, a charity supporting healthcare ethics and the Vice Chairman of The European Care Group.
